On 11 April 2000, PRT convened a conference in Manchester to consider the continuing implications of the riot at Strangeways Prison, which took place on 1 April 1990. This report of the conference contains the full texts of the two plenary speeches, from Martin Narey, Director General of the Prison Service, and Rod Morgan, an assessor to the Woolf enquiry.
