On 11 April 2000, PRT convened a conference in Manchester to consider the continuing implications of the riot at Strangeways Prison, which took place on 1 April 1990. In it  he addresses each of the 12 original recommendations and concludes that though some progress has been made, there is still much to be done.  He pays particular attention to the problem of overcrowding.   The question-and-answer session which followed Lord Woolf’s address is also included.
