Commenting today Juliet Lyon, director of the Prison Reform Trust said
"The chief inspector presents us with a picture of a dirty, neglected prison in which there are few opportunities to prepare for release and where adult prisoners and their visitors are not always treated with respect. For some time the Board of Visitors, independent monitors appointed by the Home Secretary, have also raised concerns about poor conditions at the jail and the damaging effects of overcrowding. One has to ask whether a robust community penalty, combining paying back with drug treatment and mental healthcare, would not be a much more effective way of preventing re-offending for all but the most serious and violent offenders. Norwich prison could then concentrate on doing a better job with those who represent a real risk to public safety."
