The Prison Service has suffered from severe staff shortages in recent years.  Combined with the high rates of sickness and the rapid turnover of prison governors, this can create an negative enviroment which can impact on the conditions for prisoners, as well as staff morale.  The Prison Reform Trust has released press statements to this effect, which can be found here.
