| In the last five years there has been a 350 per cent increase in the number of offenders recalled to prison for apparent breach of their conditions. This is despite the number of ex-prisoners on licence increasing by less than 15 per cent. Recalled prisoners now make up nearly 11 per cent of the population of local prisons.
